It's most likely an enthusiast's car, although I have heard of P-71s in certain parts of France. But this one has no steelies.

UPDATE: It's legit. In 2003 the Mayor of Montpellier, Georges Fręche, bought three of them for police use. None is in service as of now.

Really? I can't imagine the populace liking the monumental running costs of one of these whales compared to a more common European police car.

It was probably some kind of publicity stunt. According to French car sites the cars were physically damaged from running into narrow roads when they were sold. One of them had run 100,000 km.

yes it does, those are hubcaps. Not ever CVPI came with pancakes, you could get them with full hubcaps
